{"id":10739,"date":"2021-11-23T17:16:13","date_gmt":"2021-11-23T09:16:13","guid":{"rendered":"https:\/\/www.curtin.edu.au\/students\/essentials\/fees\/paying-your-fees\/commonwealth-supported-places-and-help-loans\/"},"modified":"2025-12-17T08:56:13","modified_gmt":"2025-12-17T00:56:13","slug":"commonwealth-supported","status":"publish","type":"page","link":"https:\/\/www.curtin.edu.au\/students\/essentials\/fees\/paying-your-fees\/commonwealth-supported\/","title":{"rendered":"Commonwealth supported places and HELP Loans"},"content":{"rendered":"\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/www.curtin.edu.au\/wp-content\/uploads\/sites\/8\/2021\/11\/AMMON-20210921-Curtin-Student_Engagement-Shoot02-Tue21-0385_1500-aspect-ratio-2-1-4.jpg.optimal.jpg\" alt=\"Students using stairs\" \/><\/figure>\n\n\n\n<p>If you are a domestic student, you may be eligible for subsidies and\/or loans provided by the Australian government, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Subsidies through Commonwealth supported places (CSP)<\/li>\n\n\n\n<li>Student loans through the Higher Education Loan Program (HELP)<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Commonwealth supported places<\/h2>\n\n\n\n<p>A&nbsp;<a href=\"https:\/\/www.studyassist.gov.au\/help-loans\/commonwealth-supported-places-csps\" target=\"_blank\" rel=\"noreferrer noopener\">Commonwealth supported place (CSP)<\/a>&nbsp;is a place in a course with reduced tuition fees as they have been subsidised by the Australian government.<\/p>\n\n\n\n<p>If you are enrolled in an undergraduate degree, you will be awarded a CSP if you are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>An Australian citizen, who will live and study in Australia for at least part of your course.<\/li>\n\n\n\n<li>An Australian permanent resident, who will live and study in Australia for the duration of your course; or<\/li>\n\n\n\n<li>A New Zealand citizen, who will live and study in Australia for the duration of your course.<\/li>\n<\/ul>\n\n\n\n<p>Students who are offered a CSP place may also utilise&nbsp;<a href=\"https:\/\/www.studyassist.gov.au\/help-loans\/hecs-help\">HECS-HELP<\/a>&nbsp;to cover their student contribution amounts if they meet the eligibility criteria under the loan program.<\/p>\n\n\n\n<p>Curtin also offers CSPs for a small number of postgraduate courses. If you are enrolled in a postgraduate course, please contact&nbsp;<a href=\"https:\/\/askcurtinfaq.custhelp.com\/\">Curtin Connect<\/a>&nbsp;to check whether CSPs are offered.<\/p>\n\n\n\n<p>If you are eligible, you will automatically be offered a CSP in your course. You will then need to confirm your place by completing all of the below:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Enrolling in a Commonwealth supported unit before the census date.<\/li>\n\n\n\n<li>Ensuring you meet the residency requirements listed above (live and study in Australia as required for your citizenship or residency status).<\/li>\n\n\n\n<li>Submitting a valid&nbsp;<a href=\"https:\/\/askcurtinfaq.custhelp.com\/app\/answers\/detail\/a_id\/727?_ga=2.62436396.1275622174.1556598646-53121693.1530075075\">electronic Commonwealth Assistance Form (eCAF)<\/a>&nbsp;before the due date of the study period you are enrolled in.<\/li>\n<\/ul>\n\n\n\n<p>You can find more information about Commonwealth supported places on the&nbsp;<a href=\"https:\/\/www.studyassist.gov.au\/help-loans\/commonwealth-supported-places-csps\" target=\"_blank\" rel=\"noreferrer noopener\">StudyAssist website<\/a>.<\/p>\n\n\n\n<p>For information on how to complete your eCAF, please visit the <a href=\"https:\/\/www.curtin.edu.au\/students\/essentials\/it\/guides\/estudent\/my-ecafs\/\">My eCAFs page<\/a>. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Domestic fee paying and not-for-degree places<\/h2>\n\n\n\n<p>A domestic fee paying place is a place in a course that is not subsidised by the Australian government. If you are enrolled as a domestic fee paying student, you must pay the full cost of your course. You may be eligible to use a <a href=\"https:\/\/www.studyassist.gov.au\/financial-and-study-support\/fee-help\">FEE-HELP<\/a> loan to pay your fees, if you meet the relevant criteria as outlined below.<\/p>\n\n\n\n<p>If you are enrolled as a not-for-degree student, meaning you undertake individual units at Curtin (rather than being admitted into a full course), you must pay your full fees upfront when you enrol.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Higher Education Loan Program (HELP)<\/h2>\n\n\n\n<p>The Australian government&#8217;s&nbsp;<a href=\"https:\/\/www.studyassist.gov.au\/help-loans\" target=\"_blank\" rel=\"noreferrer noopener\">Higher Education Loan Program (HELP)<\/a>&nbsp;offers loans to eligible domestic students studying at university. There are <a href=\"https:\/\/www.curtin.edu.au\/study\/fees-financial-assistance\/financial-assistance\/\">four HELP loans available<\/a>, which allow you to defer payment of your tuition and\/or Student Services and Amenities Fees (SSAF):<\/p>\n\n\n<div class=\"accordions__container\"><div class=\"accordion\" aria-labelledby=\"accordion-title-SA-HELP-Definition\">\n            <button type=\"button\" class=\"accordion__heading\" aria-controls=\"SA-HELP-Definition\" aria-expanded=\"false\">\n            <div class=\"title\" id=\"accordion-title-SA-HELP-Definition\">SA-HELP Definition<\/div>\n            <div class=\"icon\"><\/div>\n        <\/button>\n        <div class=\"accordion__content\" id=\"SA-HELP-Definition\" aria-hidden=\"true\">\n                    <p>SA-HELP is an Australian Government HELP&nbsp;loan available to eligible domestic students who do not wish to pay their <a href=https:\/\/future.connect.curtin.edu.au\/app\/answers\/detail\/a_id\/1456 style= target=_blank>Student Services and Amenities Fees (SSAF)<\/a> upfront.<\/p>\n<p>View the <a href=https:\/\/www.studyassist.gov.au\/ target=_blank>Study Assist website<\/a> for eligibility criteria. To defer your SSAF, you must submit an <a href=https:\/\/future.connect.curtin.edu.au\/app\/answers\/detail\/a_id\/2905 style=TEXT-INDENT: 0in target=_blank>electronic Commonwealth Assistance Form<\/a> for SA-HELP&nbsp;before the <a href=https:\/\/www.curtin.edu.au\/students\/essentials\/academic-calendar\/ target=_blank>due date<\/a>&nbsp;of the relevant study period.<\/p>\n<p>Please note that HECS-HELP and FEE-HELP do not include deferral of the SSAF.&nbsp;<\/p>\n<p>View the&nbsp;<a href=https:\/\/www.studyassist.gov.au\/financial-and-study-support\/sa-help target=_blank>StudyAssist website<\/a>&nbsp;for more information.<\/p>\n\n        \n                            \n                    <\/div>\n<\/div>\n<\/div>\n\n\n\n<p>If you are a New Zealand citizen, you must meet the Special Category Visa (SCV) and residency requirements to be eligible for a HELP loan:<\/p>\n\n\n<div class=\"accordions__container\"><div class=\"accordion\" aria-labelledby=\"accordion-title-HELP-eligibility-for-New-Zealand-Citizens\">\n            <button type=\"button\" class=\"accordion__heading\" aria-controls=\"HELP-eligibility-for-New-Zealand-Citizens\" aria-expanded=\"false\">\n            <div class=\"title\" id=\"accordion-title-HELP-eligibility-for-New-Zealand-Citizens\">HELP eligibility for New Zealand Citizens<\/div>\n            <div class=\"icon\"><\/div>\n        <\/button>\n        <div class=\"accordion__content\" id=\"HELP-eligibility-for-New-Zealand-Citizens\" aria-hidden=\"true\">\n                    <p>If you are an eligible New Zealand Special Category Visa (SCV) holder and meet the requisite criteria, you will be able to access a HELP loan to pay your tuition fees.<\/p>\n<p>To be eligible, you must:<\/p>\n<ul>\n<li>Be a New Zealand citizen who holds a Special Category Visa subclass 444 (SCV), and<\/li>\n<li>Have first entered Australia as a dependent minor aged under 18 years, and<\/li>\n<li style=box-sizing:border-box;margin-bottom:0.5rem;position:relative;>\n<p style=margin-left:0px;>First began to be usually resident in Australia at least 10 years ago, and<\/p>\n<\/li>\n<li style=box-sizing:border-box;margin-bottom:0.5rem;position:relative;>\n<p style=margin-left:0px;>Have been residing in Australia for the previous 10 years (and you have been present in Australia for at least eight out of those 10 years) at the time of application for the loan, and<\/p>\n<\/li>\n<li>Have been residing in Australia for the past 18 months out of the last 2 years at the time of application for the loan, and<\/li>\n<li>Meet the other <a href=https:\/\/www.studyassist.gov.au\/ target=_blank>eligibility criteria for a HELP loan<\/a> under the Higher Education Support Act 2003 (HESA).<\/li>\n<\/ul>\n<p>If you are applying for a HELP loan, you must provide proof of your eligibility when submitting an electronic Commonwealth Assistance Form (eCAF).<\/p>\n<p>The documents you must submit with your eCAF are:<\/p>\n<ul>\n<li>A copy of your SCV, which you can obtain from the <a href=https:\/\/www.homeaffairs.gov.au\/Busi\/visas-and-migration\/visa-entitlement-verification-online-(vevo) target=_blank>Department of Home Affairs website<\/a><\/li>\n<li>A copy of your current passport<\/li>\n<li>Your international movement records from the Department of Home Affairs, which you can obtain by <a href=https:\/\/immi.homeaffairs.gov.au\/entering-and-leaving-australia\/request-movement-records target=_blank>lodging a Request for International Movement Records form<\/a>.<\/li>\n<\/ul>\n<p><strong>Australian Permanent Residency for New Zealand citizens<\/strong><\/p>\n<p>From 29 June 2023, New Zealand citizens who formerly held a Special Category Visa, currently meet the long-term residency requirements, and have transitioned to a permanent resident visa on the pathway to citizenship will have continued access to HELP loans. Students must provide documentation confirming they meet the above criteria.<\/p>\n<p>If you believe you meet the above criteria, please contact Curtin Connect.<\/p>\n<p>You can find further information about HELP loan eligibility on the <a href=https:\/\/www.studyassist.gov.au\/help-loans\/non-australian-citizens target=_blank>StudyAssist website<\/a>.<\/p>\n\n        \n                            \n                    <\/div>\n<\/div>\n<\/div>\n\n\n\n<p>If you are eligible and wish to use a HELP loan to pay your fees, you must complete an electronic Commonwealth Assistance Form (eCAF) by the due date of the study period you&#8217;re enrolled in:<\/p>\n\n\n<div class=\"accordions__container\"><div class=\"accordion\" aria-labelledby=\"accordion-title-The-purpose-of-an-electronic-Commonwealth-Assistance-Form-(eCAF)\">\n            <button type=\"button\" class=\"accordion__heading\" aria-controls=\"The-purpose-of-an-electronic-Commonwealth-Assistance-Form-(eCAF)\" aria-expanded=\"false\">\n            <div class=\"title\" id=\"accordion-title-The-purpose-of-an-electronic-Commonwealth-Assistance-Form-(eCAF)\">The purpose of an electronic Commonwealth Assistance Form (eCAF)<\/div>\n            <div class=\"icon\"><\/div>\n        <\/button>\n        <div class=\"accordion__content\" id=\"The-purpose-of-an-electronic-Commonwealth-Assistance-Form-(eCAF)\" aria-hidden=\"true\">\n                    <p>An electronic Commonwealth Assistance Form (eCAF) is a request for government assistance for your tuition fees. If you are an <a href=https:\/\/www.studyassist.gov.au\/ style=color:#0563c1; text-decoration:underline target=_blank>eligible<\/a> domestic student studying in Australia, you must submit an eCAF before the due date of the study period if you wish to:<\/p>\n<ul>\n<li>\n\tAccept a Commonwealth supported place (CSP)\n\t<\/li>\n<li>\n\tIf eligible, apply for a <a href=https:\/\/future.connect.curtin.edu.au\/app\/answers\/detail\/a_id\/2346 style= target=_blank>HELP<\/a>&nbsp;loan to pay your tuition fees.\n\t<\/li>\n<\/ul>\n<p>The Australian Government now requires students to obtain a <a href=https:\/\/www.usi.gov.au\/students\/get-a-usi>Unique Student Identifier (USI)<\/a> and submit it to their education provider as soon as possible.&nbsp; The USI is your lifetime education reference number of which your education achievements are recorded against. You will be prompted to submit your USI in your eCAF.&nbsp;<\/p>\n<p>Once you have submitted a valid eCAF, it will remain valid for the duration of your course. Please contact <a href=https:\/\/students.connect.curtin.edu.au\/app\/answers\/detail\/a_id\/3612>Curtin Connect<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n\n        \n                            \n                    <\/div>\n<\/div>\n<\/div>\n\n\n\n<p>If you choose to use a HELP loan, the Australian government pays your tuition fees directly to Curtin and a HELP debt is recorded for you with the Australian Taxation Office (ATO) against your tax file number (TFN).<\/p>\n\n\n<div class=\"accordions__container\"><div class=\"accordion\" aria-labelledby=\"accordion-title-What-a-tax-file-number-(TFN)-is\">\n            <button type=\"button\" class=\"accordion__heading\" aria-controls=\"What-a-tax-file-number-(TFN)-is\" aria-expanded=\"false\">\n            <div class=\"title\" id=\"accordion-title-What-a-tax-file-number-(TFN)-is\">What a tax file number (TFN) is<\/div>\n            <div class=\"icon\"><\/div>\n        <\/button>\n        <div class=\"accordion__content\" id=\"What-a-tax-file-number-(TFN)-is\" aria-hidden=\"true\">\n                    <p>Your tax file number (TFN) is your personal reference number issued by the Australian Taxation Office (ATO). It is unique to you and cannot be used by anyone else, and you cannot use anyone else\u2019s TFN.<\/p>\n<p>If you have been offered a Commonwealth supported place (CSP) in your course and\/or are eligible to use a HELP loan to defer your fees, you must submit your tax file number (TFN) on an <a href=https:\/\/future.connect.curtin.edu.au\/app\/answers\/detail\/a_id\/727 style= target=_blank>electronic Commonwealth Assistance Form (eCAF)<\/a> by the due date of the relevant study period.<\/p>\n<p>If you don't have a TFN, please see&nbsp;<a href=https:\/\/future.connect.curtin.edu.au\/app\/answers\/detail\/a_id\/2510 style= target=_blank>How do I get a TFN?<\/a><\/p>\n\n        \n                            \n                    <\/div>\n<\/div>\n<\/div>\n\n\n\n<p>If you have used a HELP loan to pay all or part of your tuition and\/or Student Services and Amenities Fees (SSAF) for a study period, you will be issued an electronic Commonwealth Assistance Notice (eCAN):<\/p>\n\n\n<div class=\"accordions__container\"><div class=\"accordion\" aria-labelledby=\"accordion-title-How-to-access-electronic-Commonwealth-Assistance-Notice\">\n            <button type=\"button\" class=\"accordion__heading\" aria-controls=\"How-to-access-electronic-Commonwealth-Assistance-Notice\" aria-expanded=\"false\">\n            <div class=\"title\" id=\"accordion-title-How-to-access-electronic-Commonwealth-Assistance-Notice\">How to access electronic Commonwealth Assistance Notice<\/div>\n            <div class=\"icon\"><\/div>\n        <\/button>\n        <div class=\"accordion__content\" id=\"How-to-access-electronic-Commonwealth-Assistance-Notice\" aria-hidden=\"true\">\n                    <p>Your electronic Commonwealth Assistance Notice (eCAN) is a statement of your enrolment and a record of your use of Commonwealth assistance and\/or support for a study period. It will tell you if you've incurred any HELP debt or loan fees for your enrolled units.&nbsp;<\/p>\n<p>You can access your eCAN in OASIS after the <a href=https:\/\/www.curtin.edu.au\/students\/essentials\/academic-calendar\/#linkid=current-students>census date<\/a> of each study period via the steps below:<br \/>\n1. Login to OASIS<br \/>\n2. Click on the&nbsp;eStudent tile<br \/>\n3. Click on the My Documents tab.<\/p>\n<p>It is important that you check the information stated on your eCAN is correct.
